SYSTEM ASSESSMENT AND EVALUATION

Evaluating learning systems should be an ongoing process.  It should begin with a needs assessment.  The system evaluation then determines how well the system meets the needs of the users.  Gap analysis will determine the difference between a learning system's performance and the user needs.  Changes can then be made to the system to eliminate these gaps.

Designing an educational technology solution should occur after a needs assessment.  Design should be an iterative process, with assessment during design and after design implementation.  The information gathered during assessments should in turn be used to inform the next iteration of design.  A common framework used for iterative educational technology design is the ADDIE model.

DEVELOPMENT

Systems Development is the overall process of creating an effective learning technologies solution that will solve a learning problem.  First we must conduct an initial assessment of the learning problem to be solved.  Once the problem is defined, we propose a solution to the problem.  Testing of the proposed solution involves iterative design and assessment throughout the development process.  The continued improvement of the learning system should be an ongoing project goal.
